The message here is both funny and sad at the same time. It's funny because it is so true. Government at all levels cannot get out of its own way. Government officials and agencies are constantly mucking things up to the point of being ridiculous. It's sad in the sense that these are the people we trust to lead the country. They aren't doing so well.
