Many bikers are patriotic and love their country. They wear the United States flag on their biker jackets and may even have their bikes painted in patriotic colors. But these bikers also know that loving one's country doesn't necessarily mean always loving one's government. In fact, many people consider it very patriotic to actively oppose the government when it seems like they're going against the ideals that the country was founded on. This act and the additions that have been made to it allow the government to do things like tap people's phones if they even have a suspicion that the person might be a terrorist.
But it goes beyond this. There are many different ways of surveillance that the government now has access to. There are security cameras at many different intersections that can take pictures of people's license plates to track them. Cell phones have tracking devices in them that the phone company can activate at any time, and anything sent online can be hacked into or traced. It seems like the entire idea of privacy is gone, or at least that's how some patriotic bikers see it.
